Pete Forsyth identified several criteria as playing a significant role in supporting effective collaboration. The idea was first presented at the 2015 Future of Text Symposium, and later fleshed out in a chapter for the "Wikipedia at 20" book titled "Trusting Everybody to Work Together."

Ward Cunningham suggested separating the criteria into mechanisms of observation and mechanisms of action. These mechanisms come from the concept of the OODA loop .
